Challenge
The management of parking in Córdoba historically faced a scenario of significant informality and disorder on public roads. The primary challenge was to eliminate chaotic behaviors, such as double parking or parking in restricted areas, and to end the activities of unauthorized parking attendants who operated through informal charging.
The authorities' goal was to modernize their rather inefficient system to ensure vehicular rotation, allowing parking spaces to remain available for a higher number of citizens throughout the day. This need for order drove a transition toward full digitalization, aiming to professionalize enforcement and reduce discretion in monitoring.
Solution
To address this issue, the municipality implemented a high-tech tool consisting of an intelligent patrol vehicle equipped with Survision Picopak LPR cameras: two front-facing cameras located on the roof beacon, two rear-facing cameras, and four additional cameras dedicated to recording the surrounding environment with fisheye lenses.
The system utilizes infrared technology capable of automatically deciphering license plates, distinguishing between older formats and newer designs. This platform operates in conjunction with a municipal inspector who, from the passenger seat, manages the digital interface to validate detected license plates in real-time, verify payment status via the official application, and collect photographic evidence in the event of potential violations.
Results
Since the implementation of the new comprehensive parking scheme, which includes the digitalization of payments and the creation of the role of urban observers, the city has successfully transitioned to a 100% digital system where cash is entirely excluded.
The results are reflected in increased operational efficiency, where technology allows agents to act on precise, centralized data, optimizing response times and reducing the need for random manual patrolling.
Beyond improving vehicle rotation in metered zones, the system possesses extended capabilities for public safety, facilitating the immediate detection of vehicles reported as stolen through interconnection with provincial security databases. With the implementation of digital citations and automated notifications, a more transparent sanctioning model has been established, fostering regulatory compliance through the use of technological tools that result in more rigorous and equitable enforcement.
